EIC vs EICR: Which Electrical Certificate Do You Need?

A new consumer unit, extension or commercial fit-out can leave you with an EIC. A report on an existing installation will usually be an EICR. The EIC vs EICR distinction matters because these documents answer different questions, evidence different work and cannot be substituted for one another.

For property owners, landlords and facilities managers, choosing the right certificate is not paperwork for paperwork’s sake. It provides a record of electrical safety, supports legal and insurance responsibilities, and gives a clear basis for planned maintenance or remedial work.

EIC vs EICR: the essential difference

An Electrical Installation Certificate, or EIC, is issued for electrical installation work that has been designed, installed and tested. It confirms that the work covered by the certificate complied with the relevant requirements at the time it was completed, normally BS 7671, the IET Wiring Regulations.

An Electrical Installation Condition Report, or EICR, assesses the condition of an existing electrical installation. The inspector examines the installation, carries out appropriate testing and reports whether it is safe for continued use. Where faults or departures from current standards are found, the report records their severity and any recommended action.

Put simply, an EIC certifies new work. An EICR reports on the present condition of work already in place.

That difference is particularly relevant when buying or taking over a property. An EIC for a previous rewire shows that the work was certified when completed. It does not confirm that the installation has remained safe after years of use, alterations, damage, overloading or changes to the property. An EICR is the document that provides that current assessment.

When should you receive an EIC?

You should expect an EIC after substantial electrical work, including a new installation, a full or partial rewire, a new distribution board or consumer unit, and significant additions or alterations to existing circuits. It may also be issued for a commercial installation, such as power and lighting works within a new office, retail unit, warehouse or industrial space.

The certificate should identify the work it covers, its extent and any limitations. It also records key test results and confirms that the installation has been inspected and tested. Depending on how the project was delivered, responsibility for design, construction and inspection and testing may sit with one contractor or be divided between competent parties. The certificate should make those responsibilities clear.

Not every small electrical task needs an EIC. A Minor Electrical Installation Works Certificate may be appropriate for limited additions or alterations to an existing circuit, such as adding a socket outlet or lighting point where the circuit remains suitable. The correct document depends on the scope of the work, the condition of the existing circuit and the applicable requirements.

For notifiable domestic work, building regulations requirements may also apply. A registered competent person can normally self-certify eligible work and arrange the necessary notification process. Keep both the electrical certificate and any building regulations compliance documentation with the property records.

What an EIC does and does not tell you

An EIC provides valuable evidence that a defined installation or alteration was properly tested at handover. It is useful for future alterations, sales information, maintenance records and proving that a contractor completed the work to the required standard.

It is not a lifetime guarantee. Electrical installations deteriorate, and their use changes. A circuit that was satisfactory when installed may later be affected by wear, DIY alterations, water ingress, unsuitable equipment or a growing electrical load. Periodic inspection remains necessary.

When do you need an EICR?

An EICR is appropriate where you need an independent assessment of an existing installation. Common examples include a landlord preparing for a new tenancy, a business reviewing electrical safety in occupied premises, a buyer seeking reassurance before purchase, or an owner of an older home concerned about its wiring.

During an inspection, the electrician will review accessible parts of the installation and undertake testing where practical. This may include the consumer unit or distribution board, protective devices, earthing and bonding, socket outlets, lighting circuits, fixed equipment and circuit test results. The report will state the scope and any limitations, such as areas that could not be accessed without disruption or specialist arrangements.

An EICR is often described as a landlord electrical safety certificate. While that description is widely used, the EICR itself is a condition report, not a guarantee that no future fault can occur. It records the installation’s condition at the time of inspection and identifies whether remedial work is required.

For rented homes in England, landlords must generally ensure electrical installations are inspected and tested at least every five years by a qualified and competent person, with reports provided to tenants and the local authority when required. Requirements and guidance can vary across Great Britain and by property type, so landlords should check the rules that apply to their location and tenancy.

Commercial premises do not have one universal fixed EICR interval that suits every site. The appropriate frequency depends on the environment, use, age and condition of the installation. A lightly used office is different from a workshop, kitchen, communal area or site exposed to moisture, heat or physical damage. The report’s recommended next inspection date is a sensible starting point, alongside a risk-based maintenance plan.

Understanding EICR observations

If an EICR identifies issues, observations are usually assigned a classification code. These codes help the dutyholder understand how urgently action is needed.

  • C1 means danger is present. Immediate action is required, and the inspector may be able to make the situation safe where agreed.

  • C2 means a potentially dangerous condition has been identified. Urgent remedial work is needed.

  • FI means further investigation is required without delay because a potentially dangerous condition may exist.

  • C3 indicates improvement is recommended. This does not, on its own, make the report unsatisfactory.

An EICR is generally marked unsatisfactory where it contains C1, C2 or FI observations. The property owner or responsible person should arrange remedial work promptly, then retain evidence that the issues have been addressed. In some circumstances, a further inspection or confirmation of completed remedial work may be needed.

A C3 observation should not be ignored simply because it does not fail the report. It can highlight sensible upgrades, such as improving identification, bringing older arrangements closer to modern expectations or strengthening protection in areas where use has changed. The right response depends on risk, budget and the installation’s planned lifespan.

Why the right document matters for landlords and businesses

Using an EIC when an EICR is required can leave a gap in your compliance records. For example, a landlord may hold an EIC from a consumer unit replacement but still need an EICR to meet ongoing inspection duties for the whole installation. Equally, an EICR following a refurbishment does not replace the certification required for new electrical work completed during that project.

For businesses, clear certification supports more than legal compliance. It helps facilities teams understand circuit capacity, identify risks before they cause downtime and create a reliable record for future contractors. This is especially valuable where electrical works sit alongside structured cabling, WiFi infrastructure, communications rooms and other connected building systems.

A clear scope is essential. If a commercial tenant has altered only part of a unit, the EIC may cover that work while an EICR covers the wider retained installation. Asking what is included, what has been excluded and who is responsible for each area avoids assumptions at handover.

Choosing a competent electrical contractor

Whether you require an EIC or EICR, appoint a contractor with the competence to inspect, test and certify the type of property and installation involved. The cheapest report is poor value if the scope is unclear, testing is incomplete or the findings cannot be acted on with confidence.

Before work begins, confirm the property use, the areas to be inspected, likely access requirements and whether downtime needs to be planned. In a business setting, some tests may require circuits or equipment to be isolated. Good planning reduces disruption while allowing the inspector to complete meaningful testing.
