
EICR vs Electrical Certificate - Which Do You Need?

A document labelled an electrical certificate can mean several different things. That is why the question of EICR vs electrical certificate matters: one records that specific installation work has been completed and tested, while the other assesses the condition of an existing electrical installation.
For homeowners, landlords and facilities managers, choosing the wrong document can leave a gap in compliance records or create false reassurance about safety. The right answer depends on what has happened at the property, what work is planned and whether you need evidence of new work or an assessment of the installation as it stands.
EICR vs electrical certificate: the key difference
An Electrical Installation Condition Report (EICR) is an inspection of an existing electrical installation. A competent electrician examines the fixed wiring, consumer unit or distribution board, protective devices, earthing arrangements, accessible accessories and selected circuits. Testing is carried out to identify deterioration, damage, defects, overloading or work that no longer meets an acceptable safety standard.
An electrical certificate, in most conversations, usually means an Electrical Installation Certificate (EIC). This is issued after new electrical installation work has been designed, installed, inspected and tested. It confirms the work covered by that certificate was verified against the relevant requirements at the time it was completed.
Put simply, an EIC answers: “Was this new installation work completed and tested correctly?” An EICR answers: “What is the condition of this installation now?”
Neither document replaces the other. A new consumer unit may need an EIC when installed, but the wider installation will still require periodic inspection in future. Equally, a satisfactory EICR does not certify a new circuit that has just been added.
What an Electrical Installation Certificate covers
An EIC is normally used for a new installation, such as a full rewire, or for significant additions and alterations, including the installation of a new circuit. It records essential details about the work, the supply characteristics, earthing and bonding arrangements, protective measures, inspection results and test results.
The certificate is linked to the particular work carried out. If a business has a new distribution board installed to serve additional office space, the EIC should define the work covered. It is not a blanket certificate for every electrical circuit throughout the building unless the project scope genuinely included the whole installation.
The certificate should be completed by the person or persons responsible for design, construction and inspection and testing. On straightforward domestic work, one suitably qualified contractor may carry out all of these roles. On larger commercial projects, responsibilities may be split between different parties.
For smaller alterations that do not involve a new circuit, a Minor Electrical Installation Works Certificate may be appropriate instead. Replacing a damaged socket, for example, does not automatically require a full EIC, whereas extending a circuit or fitting a new circuit requires proper inspection, testing and certification appropriate to the work.
Do not confuse an EIC with Building Regulations paperwork
Where electrical work is notifiable under Building Regulations, a separate compliance certificate or notification may also be required. This is particularly relevant in England and Wales, where rules and notification routes apply depending on the nature and location of the work.
That Building Regulations document is not the same as the Electrical Installation Certificate. Keep both where applicable, alongside plans, circuit schedules and test results. For landlords, business owners and future purchasers, a clear document trail is far more useful than trying to reconstruct work years later.
What an EICR checks
An EICR is a structured condition assessment, not a certificate of new installation work. The inspector uses visual examination and electrical testing to determine whether the installation remains safe for continued use. The inspection is limited by what can reasonably be accessed without unnecessary damage or disruption, so any limitations should be recorded clearly in the report.
A typical EICR considers whether protective devices operate correctly, whether circuits are suitably protected, whether earthing and bonding are adequate, and whether there are signs of heat damage, deterioration, unsafe alterations or potential electric shock risk. In commercial premises, the inspection also considers how the installation is being used. Equipment loads, altered layouts and additional IT infrastructure can all affect the condition and suitability of the electrical system.
The report is issued as either satisfactory or unsatisfactory. Observations are coded to show their seriousness:
C1 indicates danger is present and urgent action is required.
C2 identifies a potentially dangerous condition requiring improvement.
FI means further investigation is required without delay.
C3 records an improvement recommendation, but does not by itself make the report unsatisfactory.
An unsatisfactory EICR is not a reason to ignore the report or simply obtain another opinion. It is a prompt to address the recorded issues. Once remedial work is completed and tested, the contractor should provide appropriate certification for that work and confirmation of what has been corrected.
When do you need each document?
The practical distinction is usually straightforward. If electrical work is being installed, altered or extended, you need the correct certificate for that work. If you need to understand the present safety condition of fixed wiring that already exists, you need an EICR.
A homeowner arranging a full rewire should expect an EIC on completion. A landlord preparing a rented property for a new tenancy will usually need a current EICR. A shop adding new circuits for refrigeration, displays or network equipment should receive certification for the installation work, then maintain the wider installation through a suitable inspection programme.
For private rented homes in England, landlords must have electrical safety inspections carried out at least every five years, unless the report recommends a shorter interval. The regulations also require prescribed information to be provided to tenants and, where relevant, the local authority. Requirements differ across the UK, so landlords operating in Scotland, Wales or Northern Ireland should check the rules that apply to their property and tenancy type.
Commercial premises do not operate on one universal interval. The recommended period depends on the type of building, its use, the environment, the age and condition of the installation, and any previous observations. A lightly used office will have different risks from a workshop, restaurant, retail unit or industrial environment. A competent contractor can advise on a sensible interval after inspecting the installation.
Why old certificates do not replace a current EICR
An EIC confirms that work was tested when it was completed. It cannot account for years of wear, unsuitable alterations, overloaded circuits, water ingress, damage from building works or equipment added later.
This is especially relevant in connected buildings. Network cabinets, Wi-Fi access points, CCTV, access control, displays and additional power supplies can gradually change the demand placed on an installation. Data cabling and electrical work need to be planned together, but each system still requires the correct testing and records.
Conversely, an EICR cannot prove that a previous installation was correctly designed or certified at the time it was installed if its original paperwork is missing. It can assess the installation's current condition, but it is not a replacement completion certificate. Retaining original EICs, minor works certificates, schedules and EICRs provides a much clearer safety and maintenance history.
Choosing the right scope before work begins
Before booking an inspection or signing off work, be clear about the outcome you need. Explain whether the property is being sold, let, refurbished, expanded or brought back into use. For businesses, identify changes in occupancy, equipment loads and planned network or electrical upgrades.
A proper scope avoids two common problems: paying for an EICR when you actually need certification for new work, or accepting an installation certificate when an overdue condition report is required. It also helps the electrician allow enough time for inspection, testing and accurate reporting. A meaningful EICR cannot be produced from a quick visual check alone.
For larger refurbishments, coordinate electrical and structured cabling requirements early. Keep certification useful, not just filed away
Store certificates and reports with property records, circuit schedules and details of remedial work. If a report includes limitations, observations or a recommended next inspection date, record these in your maintenance plan rather than treating the document as a one-off administrative task.
The most useful electrical paperwork tells a clear story: what was installed, what was tested, what condition it is in and what should happen next. That clarity supports safer homes, more reliable workplaces and better decisions when the next alteration or inspection is due.
