
Landlord EICR Failure Examples and Fixes

An unsatisfactory report can stop a tenancy plan in its tracks, but most landlord EICR failure examples are not mysterious or difficult to understand once they have been properly assessed. The key is acting on the observations quickly, using a competent electrician, and keeping clear evidence of the remedial work completed.
An Electrical Installation Condition Report, or EICR, assesses the safety of an existing electrical installation. It is not simply a check that lights turn on or sockets work. The inspection looks for deterioration, damage, poor previous work and defects that could create an electric shock or fire risk.
For private rented homes in England, landlords must normally have the installation inspected and tested at least every five years, or more often if the report says so. Requirements and timescales vary across the UK, so landlords with properties in Wales, Scotland or Northern Ireland should check the rules that apply locally. Wherever the property is located, an unsatisfactory EICR should be treated as a prompt safety issue, not an administrative inconvenience.
What makes a landlord EICR unsatisfactory?
An EICR does not use a simple pass or fail system in isolation. The electrician records observations with classification codes. A report is usually unsatisfactory where it includes a C1, C2 or FI observation.
A C1 code identifies danger present. This means immediate action is required, and the electrician may need to make the affected circuit safe before leaving. A C2 code means potentially dangerous - urgent remedial work is required, even if the issue is not an immediate threat at the time of inspection. FI means further investigation is needed without delay because the electrician cannot confirm the installation is safe.
C3 observations are recommendations for improvement. They do not, by themselves, make the report unsatisfactory. For example, an older consumer unit may be noted as a C3 if it remains safe but does not meet the latest preferred arrangement. Replacing it may be sensible, but it is different from correcting an exposed live part or a failed protective device.
Common landlord EICR failure examples
No RCD protection where it is needed
Residual Current Devices, commonly called RCDs, reduce the risk of serious electric shock by disconnecting power quickly when they detect an imbalance in the circuit. Missing or inadequate RCD protection is one of the most common issues found in older rental properties.
The classification depends on the circuit, the equipment connected and the risk present. A socket outlet circuit that could reasonably supply outdoor equipment, for instance, may require urgent attention if it has no suitable RCD protection. Bathrooms, outdoor supplies and circuits altered over time also need careful assessment.
The remedy may involve fitting RCD or RCBO protection at the consumer unit. It is not always necessary to rewire an entire property, but the existing installation must be tested to confirm that any upgrade will operate correctly.
Damaged sockets, switches or accessories
Cracked socket fronts, loose switches, missing blanking plates and accessories pulling away from the wall can expose occupants to live parts. These defects are particularly common in high-turnover lets, shared houses and properties where furniture has been moved repeatedly.
A damaged accessory may appear minor, yet the risk changes if conductive parts are accessible, cables are strained or the enclosure cannot provide adequate protection. Replacing the accessory is often straightforward, but the electrician should also check the wiring behind it for heat damage, loose connections or signs of overloading.
Poor earthing and bonding
Earthing and bonding are essential safety measures. They provide a route for fault current and help protective devices disconnect the supply when a fault develops. If these arrangements are missing, undersized, disconnected or poorly terminated, metalwork can become dangerous under fault conditions.
Landlord properties with older electrical installations, recent meter changes or extensions are more likely to show bonding issues. The report may identify absent main protective bonding to incoming services, an unsuitable earthing arrangement, or a fault loop impedance result that prevents a device from disconnecting within the required time.
This is not work to guess at. The correct remedy depends on the supply type, cable sizes, protective devices and test results. A qualified electrician should establish the cause before adding or altering conductors.
Signs of overheating in the consumer unit
Discolouration, melted plastic, burning smells and heat-damaged cables are clear warning signs. Overheating can result from loose connections, overloaded circuits, incompatible equipment or a deteriorating consumer unit. Any evidence of thermal damage needs prompt investigation because it can indicate an increased fire risk.
In some cases, tightening or replacing a damaged connection may resolve the issue. In others, the consumer unit, protective devices or affected cabling may require replacement. The decision should be based on inspection and testing, rather than replacing equipment solely because it is old.
Incorrect or missing circuit protection
A fuse or circuit breaker must be correctly selected for the cable it protects. If a protective device has too high a rating, the cable could overheat before the device disconnects during an overload or fault. Older fuse boards, undocumented alterations and DIY work can all create this problem.
Other examples include missing circuit identification, unused ways without suitable blanking, or circuits that are not properly isolated. Labels alone do not generally make a report unsatisfactory, but poor identification can become a real safety concern when it prevents safe isolation during an emergency or future maintenance.
Bathroom and outdoor electrical defects
Electrical work near water demands particular care. A bathroom light fitting may be unsuitable for its location, a shower circuit may lack the necessary protection, or a socket may be installed too close to a bath or shower area. Outside, damaged garden lighting, unprotected cables and unsuitable accessories are frequent findings.
These are often C2 issues because water, damp conditions and accessible metalwork increase the likelihood and consequences of electric shock. The appropriate solution could be a correctly rated fitting, RCD protection, a new cable route or complete removal of redundant equipment.
Unauthorised additions and poor workmanship
A landlord may inherit defects from a previous owner, tenant alteration or unqualified work. Common examples include cables buried in unsafe positions, connections hidden under floors without suitable enclosures, junction boxes left accessible in lofts, and spur connections added incorrectly to ring final circuits.
Poor workmanship is not always visible. Testing can reveal reversed polarity, inadequate insulation resistance, poor continuity or circuits that do not disconnect as intended. This is why a visual check alone is not an EICR. Proper testing provides the evidence needed to make an informed decision about safety.
What landlords should do after an unsatisfactory EICR
Read the observation schedule rather than focusing only on the word “unsatisfactory”. It explains what has been found, its classification, the circuit affected and the recommended action. Ask the electrician to explain any technical wording in plain English, especially where further investigation is advised.
Arrange remedial work without delay. In England, remedial action or further investigation must generally be completed within 28 days, or within the shorter period specified in the report. Landlords should obtain written confirmation that the work has been completed and retain it with the EICR. They also have duties around supplying reports and confirmation to tenants and, where requested, the local authority.
Do not assume that a repair invoice alone proves compliance. The paperwork should clearly state the work carried out, the property address, the date and the electrician’s details. Depending on the work, an Electrical Installation Certificate, Minor Electrical Installation Works Certificate or a formal remedial works confirmation may be appropriate.
Avoiding repeat EICR failures
A good EICR is an opportunity to manage the installation before a small defect becomes disruptive or dangerous. Between inspections, landlords should respond to reports of tripping circuits, hot sockets, flickering lights, damaged accessories and burning smells. Tenants should know how to report electrical concerns and should never be expected to investigate faults themselves.
Keep records of rewires, consumer unit changes, electrical alterations and previous certificates. This helps the inspecting electrician understand what has been changed and can reduce unnecessary uncertainty during testing. For houses in multiple occupation, communal areas and high-use properties, planned checks can be particularly worthwhile.
